There is a significant change in minimum thermal resistance of (r-valve) insulating material installed on the roofing system. The 2014 Florida Building Code Fifth Edition, Energy Conversation Code (FECC), takes effect on June 30th, 2015. Re-roofing is regulated by the Florida Existing Building Code as an Alteration.

Keep in mind that the term re-roofing in the FECC is referred to as a renovation and not alteration.

It is important to know, if the cost of building alteration such as a re-roof is 30 percent or less than the assessed value of the structure, the building would fall into the Exempt Building category. However if the cost of the alteration exceeds the 30 percent threshold than the requirements would apply. In clear there will be a lot of home owners that fall into the 30 percent or less category.
